Petroleum and Explosives Safety Organization (PESO) works under the Ministry of Commerce and Industry, Department of Industrial Policy & Promotion, Government of India.
As a statutory authority PESO is engaged in the activities related to safety in manufacture, possession, use, sale, import, export, transport & handling of explosives, petroleum, flammable and non flammable compressed gases and other hazardous substances through comprehensive administration of various Rules framed under the Explosives Act, 1984 & Petroleum Act, 1934 with the objective of prevention of accidents.
PESO provides technical advice on matters related to safety to the central government and state government, local bodies, law-enforcing agencies, industry, trade and users of Explosives, Petroleum, Calcium Carbide, Gas Cylinders, Pressure Vessels and other hazardous substances within the ambit of Petroleum Act 1934, Explosives Act 1884 and the rules made thereunder.
Standards development activities:
PESO lay down the technical standards and specifications including safety standards in activities related to explosives, petroleum & petroleum products, pipelines, gases, gas cylinders, safety fittings, special electric equipments that have been specified in relevant section of various rules framed under the Explosives Act, 1984 & Petroleum Act, 1934.
PESO also takes leading roles in formulation and revision of Indian Standards for Bureau of Indian Standards and standards developed by Oil Industry Safety Directorate related to manufacture, refining, processing, storage, transportation, handling, testing & quality specification of explosives, petroleum, flammable and non flammable compressed gases and other hazardous substances and referred various Indian Standards it its regulations making them mandatory.

The major work of PESO under the above rules relates to
Grant of approval, licences for manufacture, authorization, storage, import/export, transport by road and packaging for explosives Petroleum, Calcium Carbide, Gas Cylinders, Pressure Vessels and other hazardous substances. Grant of recognition of inspecting agencies/competent persons to carry out inspection and certification during manufacture/repair of vessels and final testing as well as periodic testing thereof.
