DEPARTMENT OF INDUSTRIAL POLICY & PROMOTION


The Department of Industrial Policy and Promotion,  under the ministry of Commerce & industry, Government of India formulates and implements  industrial policy and strategies for industrial development in conformity with the development needs and national objectives.  It Monitors industrial growth, formulates  Foreign Direct Investment (FDI) Policy and promotion, formulates  policies relating to Intellectual Property Rights, administers the  Industries (Development & Regulation) Act, 1951.

The DIPP monitors the industrial growth and production, in general, and for selected industrial sectors, such as cement, paper and pulp, leather, tyre and rubber, light electrical industries, consumer goods, consumer durables, light machine tools, light industrial machinery, light engineering industries etc.

One of the key policy intervention of the Department is promotion of productivity, quality and technical cooperation among industrial sectors. It promotes the adoption of quality standards relating to the ISO 9000/14000 series through the accreditation services provided by National Boards for Certifying Bodies and Auditors and Trainers under the Quality Council of India, which has been certified by international accreditation bodies

Among others, DIPP administers the following Central Legislations through its attached/subordinate offices and statutory organizations:

The Explosives Act, 1884, and the Inflammable Substances Act, 1952,  administered through the Petroleum and Explosives Safety Organisation (PESO)
The Boilers Act, 1923  administered through the Central Boilers Board, which is a statutory authority. Enforcement of this Act is the responsibility of both the State and Union Governments

In order to ensure that the quality of critical industrial prodcuts in the indian market are of proper quality, DIPP has issued  several quality control orders, thereby prohibiting their production and import into India. As per the Orders, the products manufactured and imported into India must bear the BIS Standard Mark for which Bureau of Indian Stanards shall issue licences after due inspection of the manufacturer;s facilities and testing of products. The Quality Control Orders notified by the Department are :

Pneumatic Tyres and Tubes  for Automotive Vehicles (Quality Control ) Order 2009 dated 19th Nov 2009

Ductle Iron Pressure Pipes and Fittings (Quality Control)  Order, 2009

Electrical Wires, Cables, Appliances  and Protection Devices and Accessories (Quality Control) Order, 2003 dated 17th Feb 2003    read with amendment Orders dated  5th February 2005 and 23rd August 2005

Cement (Quality Control)  Order 2003 dated 17th February 2003

Oil Pressure Stoves (Quality Control) Order, 1997         

 

The ministry has authorized officers from the Government of India, to enforce the orders. Further the State Governments have been authorized to designate Appropriatge Auhorities to enforce  the Orders in the States.
